Abstract


Promote the development of the world economy, people's quality of life has improved continuously, the water resources of the human survival was severely damaged in the process of economic development. Sewage treatment construction projects and development has been widespread concern around the world more and more attention to the harmonious development of the natural environment and human society as a whole. Urban sewage treatment construction project is important modern city in China, and an indispensable part. Sewage treatment construction project as a national basic utilities, essentially government-led investment in the construction and operation of control; economic development, environmental issues becoming increasingly apparent limited investment of state funds, the planned economic system based fiscal distribution methods are not suited to the construction of sewage treatment project construction and development, and lead to a lack of funds and the efficiency is not high. To improve the operation and management of the importance of expanding sources of funding in order to highlight the Yantai Municipal sewage treatment construction project financing model as the starting point, the quasi-public goods characteristics through the construction of sewage treatment projects, introduce advanced foreign sewage treatment construction project investment and financing experience domestic sewage treatment construction project financing development status and problems of analysis, systems analysis, project financing for the construction of sewage treatment, choose the right investment and financing mode to provide a reference. Yantai City, has built a sewage treatment project, asked the BOT model in the analysis of investment and financing mode, the wholly state-owned, and the new German government grants, the World Bank loan financing mode. Original financial investment, financial credit due to limited capital and government management efficiency is not high and not be able to resolve the existing contradictions in the new model of financing mode have been resolved smoothly, optimize the urban environment, improve urban quality, Yantai, Yantai City City to create a National Environmental Protection Model, National Health City, the United Nations Habitat Environment Prize and the promotion of rapid economic and social harmonious development has played a positive role. Finally, the proposed construction project financing status quo of China's sewage treatment suggestions for improvement. Suggestions to expand China's urban sewage treatment construction project financing channels, investment and financing mechanism to expand the theoretical basis of the construction of sewage treatment project investment and financing, build, expand investment and financing specific countermeasures. Including the recognition of the regulatory status of the government in the process of financing and regulatory content; reform the sewage system of charges, sub-economic development of different regions take different charging mechanisms to promote the balanced development of sewage treatment in the regions; establish Sewage price risk reserve well in advance risk prevention, boosting investor confidence; separate operation of sewage treatment facilities and sewage collection facilities (pipe network) focus on the development of the domestic capital; BOT in the introduction of foreign capital, enhanced the strength of domestic financing; make full use of intermediaries, training professionals, to reduce financing risks.
