Abstract

The globalization of the economy, making it increasingly close contact of the world economy, the international flow of goods and capital are extremely frequent, especially multinational corporations in the global investment of national economic development and technological progress have produced a far-reaching impact. After the reform and opening up, foreign capital began tentatively into China, into the early 1990s, the increasing scale of foreign investment in China, in recent years, China has become one of the best countries of the world attract FDI scale. These cross-border transfer of capital and liquidity, although many multinational companies based on its globalization strategy, the behavior of the service for its own good, but the impact on the objective of China's industrial development and industrial restructuring, making our technological progress and overall productivity has been improved. Anhui and other provinces in China, the reform and opening up, especially since China's accession to the WTO, foreign trade and attracting foreign direct investment has expanded rapidly, and these are not only to provide adequate funding for the economic development of Anhui, and local enterprises and foreign-funded enterprises diffusion of state-of-the-art technology, experience, knowledge and management skills in the local competition and cooperation in the process of technology spillovers through FDI, foreign-funded enterprises, promote the technical level of local enterprises and improve organizational efficiency. How to maximize the incentive FDI technology spillover effect in Anhui Province, and reduce its negative impact on the practical problems faced by the government and enterprises. These years, with the improvement of the province's economic development level, the continued growth of science and education resources, R \u0026 D capabilities, the constant improvement of the infrastructure, Anhui absorb FDI technology spillover certain conditions. Then how to improve the existing conditions, or to create a more favorable factors to improve the efficiency of absorption and utilization of technology FDI overflow, another reality. In this paper, based on trade theory, Anhui Province Data finishing, combined with existing literature research conclusions, selected economic data from 1992 to 2008 in Anhui Province and abroad, to build the model using the measurement software, Anhui Province FDI technology spillover effect and affect the spillover effects of factors empirical analysis. First, according to the theory of FDI technology spillover effect, an area of ??technological progress can be summarized as externally, the internal channels of local R \u0026 D and imports and FDI technology spillover, technological advances in the production rate of the total factor, the establishment of an Anhui Province R \u0026 D capital stock, imports and FDI path to obtain external R \u0026 D capital stock as explanatory variables in the regression model analysis of Anhui effect of technological progress, the results show that the technology spillover effect of FDI on the technological progress of Anhui. On the basis of the aforementioned model, for each of the elasticity of FDI on technological progress as the explanatory variables, Anhui level of local economic development, R \u0026 D capital stock, opening to the outside world and human capital as explanatory variables in the model, the analysis of the impact of FDI technology factors spillovers. Economic data, regression testing, the results show that the FDI technology spillovers play requires a certain level of economic development, the improvement of the level of economic development can promote technology spillovers play; R \u0026 D capital stock and human capital largely enhance the level of FDI technology spillovers also does not extent to promote; However, the opening rate increase not necessarily conducive to FDI technology spillovers play. Anhui under the guidance of such ideas on how to better play the spillover benefits of foreign technology put forward some policies and views, which provide a theoretical reference for the government to develop the right policies to attract investment.
