Abstract


In today 's era , the quality of government services has become an important aspect of the government for the taxpayer to provide services , enhance taxpayer satisfaction , improve government competitiveness . Philosophy advocated by the ISO 9000 quality management system \the national government departments have tried to ISO9000 quality management approach applied to the practice of government departments to control the quality of government work . However , was born in the field of foreign production enterprise management ISO9000 quality management principles applied to the effect of the government departments in China is not an ideal system the run facing many difficulties and problems . Government departments have been implemented and the preparations for the implementation of the ISO9000 quality management , quality management system to establish a set of operating guiding significance system is necessary to fully play its role in the executive authorities . In this paper, the basic principle of the introduction of ISO9000 quality system and its use of the situation in the public sector at home and abroad on the basis of a typical case of the Guangdong Maritime Safety system analysis , summarized the government department general problem facing the implementation of the ISO 9000 quality management system , and analysis of the reasons and proposed countermeasures . Partial solution countermeasures explore the use of statistical methods and techniques of cluster analysis method , stratified sampling techniques , inspection and sampling program to determine the specific implementation of the various forms of government departments , the higher authorities of the government 's quality inspection and quality control work the hedging operation system , to be helpful to improve the ISO9000 quality management methods in the level of the use of government departments .
