Abstract


Environmental protection policy system to coordinate economic development, resource utilization and environmental protection in the relations between the so important guarantee of sustainable development. Environmental impact evaluation (Environmental ImpactAssessment EIA), as an important component of the environmental protection policy system, after the implementation of the planning and construction of the project, the potential environmental impact analysis, prediction and assessment, and to prevent or reduce the adverse environmental impacts of policies and measures tracking and monitoring system. The problem exists in the implementation of the environmental impact assessment system, mainly from some of the problems in the system during the execution of these implementation problems, the effect of the implementation of policies deviate from the intended target of the policy. Therefore, we must attach great importance to the problems in the environmental impact assessment of the implementation of a variety of problems and deviations actively prevent and correct execution. The Jiangnan District from the environmental impact assessment of implementation of the effect of the characteristics, the use of theoretical models of the implementation of the public policy (Smith process model), policy quality problems in the implementation process of the environmental impact assessment system, the executive organ, the target groups, policy implementation environmental issues and other aspects of analysis, and interaction between thinking about these issues, and then put forward a scientific and effective countermeasures and suggestions for improvement, so as to promote the effective implementation of the policy, and ultimately the public policy goals of the environmental impact assessment. Analyzed the existing problems in the execution of the fragile area of ??environmental impact assessment system, and then put forward to improve the implementation of policies, constructive and workable concrete measures, and expect to see in a small to a large environment of Nanning City, China The implementation of the impact assessment system to make policy recommendations to make these recommendations to play little role in the construction of China's environmental protection management and policy enforcement system. The key of this paper is to analyze the current system implementation issues, and put forward measures and policy recommendations, and to explore the development path that is more conducive to the implementation of this system. Believe that attaches to this issue by all levels of government and relevant departments, the continuous improvement of the means of implementation, will certainly contribute to the enhancement of our country at all levels of government environmental impact assessment of efficiency of the implementation, to help enhance the quality of the social environment, help build a comprehensive sustainable development of the environment and the economy. Meanwhile, we hope that more scholars to explore this issue in depth, and executives at all levels and sectors of the community to pay more attention to this problem.
