Abstract


Governance and good governance is one of the most popular theories in western academe from the 1990s. The theory of governance doesn’t think there is a center of power in the system of pubic governance, and emphasizes cooperation on the basis of each others’ unconstraint and equality, and administer public business in the course of each others’ communication. Good governance is active and effective cooperation between governments and citizens. The key to get cooperative success is the power to participate administration. Governance and good governance emphasizes it important for citizens to participate governance from the higher level. the transference of the countryside governance structure offers the chance for peasants who participate the administration of public business in the countryside society. the course of the western ideal of political participation and the opinion of political participation on Marxism establish the foundation of theory for analyzing the actuality and exploring the approach about Chinese peasants political participation.With Villager Committee Organizing Law emending in 1998, the system of rural governance has established and perfected gradually by legal form. villagers’ autonomy is that villagers realize administration by themselves, education by themselves and service by themselves by vote ,decision-making, administration, supervision democratically under the Party’s lead. Accordingly, current peasants’ participation includes participating a series of activities of vote, decision-making, administration, supervision. With villagers’ autonomy advancing gradually, the passion of peasants’ political participation runs up, the self-determination boosts up obviously, the channel of participation widens gradually. However, current Chinese peasants’ political participation remains to face a series of difficulties and challenges. The reason is that the development of market economy, countryside political culture and the design of the system promotes or blocks the course of Chinese peasants’ political participation.Expanding orderly peasants’ political participation is difficult to boost the construction of countryside political democracy. Building good exterior environment needs to develop the economy of the countryside, ensure the benefit of peasants, build the political culture of participation, perfect and innovate the system of democracy in the countryside. Considering villagers’ autonomy is advancing from former vote to decision-making, administration, supervision, I explore the mechanism of peasants’ participation in the aspect of decision-making participation. American scholar Ainstan’s theory of ladder of citizen participation and two Thomas standards what make sure of the degree of citizen participation point out the direction for exploring the effective forms of peasants’ participation. Integrating domestic and abroad research with countryside practice, the contact of the main public, hearing of witnesses, citizen formulation and vote, public and private cooperative production, citizen forum and countryside association and so on. On the foundation, relying on self-rule organization and surrounding countryside public policy, I try constructing the countryside governance network of peasants’ participation.
