At this stage, in order to solve the problem of poverty in rural areas, the problem of surplus labor, educational backwardness, cultural dislocation, social security issues, slow urbanization,the cadres and the masses of tension and other issues, and promote rural industrialization and urbanization, our party and government needs to advance the new rural construction and improve the rural democracy and legal system. In 1998, National People’s Congress enacted the "Organic Law of Village Committees." The law protects the democratic system of democratic elections, democratic decision-making, democratic management and democratic supervision. In the past 20 years, the law has played a positive role. However, there are still inadequacies in the law, we need to amend and supplement it. I wrote a Master’s thesis "On improving the system of supervision by the villagers", focus on supervision by the villagers, on rural development and the improvement of the rule of law. The article consists of preface, the text and conclusion three parts. Preface topics on the background and significance. Text consists of five chapters. Chapter1, on the basic theory of supervision by the villagers, has 6 sections. 1, the concept of supervisory system of the villagers. 2,the nature and limits of the villagers’ authority to supervise, if achieved personal interests, the villagers’ authority to supervise is a kind of right, if the public interest is achieved, the villagers’ authority to supervise is a kind of power. 3, the characteristics of the system of supervision by the villagers ,statutory, legality, democracy.4, the theory base and political and legal basis of the system of supervision by the villagers. 5, Based on the statutory , legal, democratic basic attributes, the villagers supervision system should abide two basic principles , supervision according to law, and of democratic supervision. 6, the system of supervision by the villagers including the following values , protects the legal rights and interests of the villagers, improve the construction of the socialism villages, improve the development of democratic rule of law. Chapter2 describes the form and development of the system of supervision by the villagers. Chapter 3 is the frame of the system of supervision by the villagers, the Organic Law of Village Committees has six monitoring systems, the system of direct elections, the system of village affairs open system, democratic appraisal system , dismissal system, and relief system . Chapter 4 ,movement of the system of supervision by the villagers, Chapter 5 .improve the supervisory system for the villagers. 1, imperfect of the system . 2,problems in enforcement regulations. 3, amendment and improvement of the system of supervision by the villagers.
