Today, in constructing harmonious society, academics and government have paid more attention to social security of migrant workers. How to further improve the social protection of migrant workers and effectively protect the legitimate rights and interests of them, realizing that“all our people enjoy their rights to education, employment, medical and old-age care, and housing”, is related to constructing a socialist harmonious society and improving the people’s livelihood, so it is necessary for us to further study and explore it.The emergence of the migrant workers is the trend of the socialist market economic and the migrant workers play an important and positive role in our society, but they live at the margins of society, and have been ignored for a long time. At present, although the situation had improved a lot, but this group is still vulnerable groups in society, their social security are serious deficit, their legitimate rights and interests are damaged .which has become an issue that can not to be ignored. Now it becomes a key issue in the 17th National Congress and sessions of China’s National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC).There are various reasons which caused migrant workers missing social security, such as the existing institutional, legal, management, and economic factors, ideas factors. Under the 17th National Congress and“two sessions’major guidelines, using the harmonious society’s concept as a guide, it is necessary for us to improve the social security and safeguarding the legitimate rights and interests of migrant workers, we must have targets, not only from the institutional, legal, management, economic aspects, but also from changing ideas, to solve migrant workers and their children’s education problems, to conscientiously study and solve the social security of migrant farmer, and maintain social justice and fairness, to safeguard the legitimate rights and interests of migrant workers, further constructing the social security of migrant workers and promote coordinated development of urban and rural areas, so that the migrant workers can really " enjoy their rights to education, employment, medical and old-age care and housing ".
