Abstract


From 1980s starts, along with reform and open policy and economic restructuring’ s further thorough, our country society is in the process of the traditional society reforms fast to the modern society. With the traditional society fleet to a modern society rapidly and surplus rural labor flows into a city in large amount, the floating population displays large-scale and rapid mobile situation in the whole china. These floating populations have made the tremendous contribution for our country economic development and the development, having impelled the national economy growth, promoted the industrial structure adjustment, realized the element of production reasonable disposition, and having accelerated our country’ s industrialization, urbanized and modernized entering a city. But the extant ideological, political and ethical conditions of the floating population, have brought many serious problems to the society, and have caused high attention of the party and the national day by day. In party’ s 17th National People’s Congress report Comrade Hu Jintao pointed out that, to standard and coordinate work relations, consummate and realize the peasant laborer’s policy of our country, and to maintain the worker rights and interests legally. Brings honor to the patriotism, collectivism, the socialism thought vigorously, taking strengthens the good faith consciousness as the key point, enhancing common courtesy, occupational ethical, family moral excellence, individual personal character construction, displaying the function of morals model example, and guiding people initiative to fulfill the legal duty on own, the social responsibility, the family responsibility. To enhance and improve thought political work, pay attention to humanities concern and psychological unblocking, and deal with the interpersonal relationship with the correct way. Whether carries on the ideological and political and ethical education to this floating population community effectively, displays guidance power and conformity function of thought politics moral education to social and individuals, pays attention to the ideological and political and ethical present situation and the trend of development of the floating population community, and whether carries out thought politics moral education to the floating population, relates floating population this community comprehensive, the healthy development, relates the smooth realization of the grand goal of the comprehensive construction well-off society, and also relates carrying on smoothly of the reform open and the maintenance of prosperity stable general situation.Because our country floating population’s culture quality overall is not high, the legal system power idea is weak, in addition our country present stage thought politics moral education work has neglected this floating population community to a certain extent, with the floating population’s consciousness of being deprived to be intense, the city integrates consciousness suffering setbacks repeatedly, and so on, brings the unstable hidden danger unavoidably to the societies. Therefore, the floating population’s thought politics moral education must be taken highly, the vital role of the government, communities and media must be displayed fully, the content and the troop system construction of the floating population ideological and political and ethical education must be strengthened. We should strengthen the raise of the floating population’ s ideological and political and ethical tutelage, improve floating population’ s own quality, solve the floating population’ s actual problems, safeguard their legitimate rights and interests, and enhance floating population’ s thought politics moral education work practically. This article content divides into three chapter altogether. First chapter first has limited the meaning of floating population, explained concrete object of study of this article, summarized the floating population structure characteristic, the social characteristic and the economical cultural characteristic, and has analyzed the population flowing reason as well as the current present situation of our country floating population’ s thought and politics and morals. Third chapter has elaborated specifically theory support, the task analysis, content system and the troop system construction of the floating population thought politics moral education from the theory and the practice highly.This article has persisted research techniques of the historical materialism and the dialectical materialism. The innovation policies to the thought politics moral education both conforms to the time development requirement, and suits the reality of our country floating population.
