China’s Colleges to recruit high-level athletes, the Office of the overall college sports teams level has been enhanced, their school work corresponding to promote sports, and the initial results for all to see. However, in recent years the development of the high-level college sports teams in the target location, management system, training mode, exposed many problems. Through investigation and study, summarized colleges and universities the construction of high-level sports teams practice experience, and explore colleges and universities to establish and perfect the management of high-level sports teams mechanism to speed up the ranks of high-level college teams do purpose of this study is the purpose of design .In this study, Shaanxi Province high-level college sports teams for the study through literature, surveys, expert interviews, statistics and mathematical logic, such as research into methods of Shaanxi Province in high-level college sports teams and conduct investigations into the construction of the status quo. Team from the Office of direction, security conditions, team management, coaches, management and team effectiveness Office of the five factors in Shaanxi Province as a whole to grasp the construction of high-level sports teams, and their reasons for a detailed analysis. Adoption of the State Sports Administration of the relevant management documents the in-depth interpretation, and other domestic provinces and high-level college sports teams building horizontal compared to the United States from building high-level college sports teams advanced concepts and management system as well as on the Shaanxi Province high-level college building to make an objective evaluation of the status quo, and proposed countermeasures recommendations.The results show that: Shaanxi Province high-level college sports teams to locate the target and too idealistic, and at the operational level and there are all sorts of difficulties, resulting in goals and the difference between the status quo; the preliminary establishment of a management physique, training mode, but in the implementation of the relevant system failed to strictly gatekeeper; training funds and manpower, logistics, medical inadequate protection; high-level athletes shortage of students, enrollment is not high quality; coaches training and study lagged behind, incentive systems are imperfect, the lack of scientific evaluation system; training of the obvious contradiction, the number of less competition, difficult to enhance the level of training lead.This paper made a more appropriate countermeasures recommendations: Strengthen cooperation and exchanges, promote substantive "of the combination of" strengthening brand awareness, improve social benefits; planning guidance, focused projects; coordination organization management; improve the supervision system, sound policies and regulations; perfect competition system; broaden sources of funding and optimize the allocation of funding to enhance and sports institutions and sports science units; improve student enrollment system, carding students channels established evaluation system, and improve incentive mechanisms, and strengthening the training coaches.
