Abstract


China since the reform and opening up in 1978, in order to attract foreign direct investment, foreign investment incentives, but On a global scale, with the investment motive and purpose of attracting foreign investment changes, environmental safety conditions of foreign direct investment, government incentives and regulation has become increasingly prominent, re-examine the behavior of foreign direct investment to become a necessity. Incentive under the framework of the theory of foreign direct investment scale, structure effect, the income effect and the effect of environmental protection function for incentives for the establishment of environmental safety conditions of China's foreign direct investment, government incentives model and correct, come to draw the government out of rent extraction and stimulate trade-off between the enterprises in their efforts, enough to provide adequate incentives for cost reimbursement rules; under the framework of the new regulation theory, the scale effect and the effect of foreign direct investment environment safety threat the regulations braking due to government regulation to establish environmental safety conditions of China's foreign direct investment model to arrive at the complete information enterprises to reduce costs, the use of fixed price contracts give the perfect regulation; incomplete information, optimal regulations to make high-performance businesses to achieve an efficient level of effort to get the rent; inefficient enterprises lack of effort level and there is no rent. On this basis, the Chinese government incentives and regulatory system affect the mechanism of foreign direct investment econometric analysis, derived environmental safety regulatory system of strength not affect the main factors of foreign direct investment inflow amount, but the strength of the environmental safety regulation system of foreign direct investment inflows is negative. Environmental safety conditions of China's foreign direct investment encouraged, restricted and prohibited categories based on empirical analysis of China's foreign direct investment income tax policy, environmental security policy, reinvestment and procurement policies, regional policies and other related incentives, as well as legal policies and regulations, departmental rules and policy control for foreign direct investment and other environmental safety regulation policy, draw China's foreign direct investment in environmental security policy incentives and regulation more obvious results. Finally, on the basis of evaluation environment safety conditions the United States, Japan and South Korea foreign direct investment in the incentive and Regulation mode, combined with China's actual conditions, environmental safety conditions of foreign direct investment incentives and regulatory system of measures recommended meso-level measures; legal system, including improvements in foreign direct investment examination and approval system, and strengthening international cooperation at the macro level measures; strengthen supervision of foreign direct investment industry, improve the foreign capital structure and the role of industry associations to strengthen propaganda, reward Environmental Protection actions and severely punish the micro-level measures of environmental vandalism.
