Abstract


Public participation in environmental impact assessment is an important content, specifically refers to carrying out environmental impact assessment, prepared, approved the environmental impact report must solicit public comments on the proposed action, the public opinion as a basis for decision-making, as far as possible Proposed actions to avoid damage caused by public environmental interests, to protect the interests of relevant stakeholders. Public participation in environmental impact assessment is a manifestation of democratic decision-making. With 2002 China's \\Western developed countries in this regard started earlier, rich practical experience, research and more mature. This article describes the United States, Japan and the World Bank public participation in environmental impact assessment system and found that these countries and organizations of public participation in environmental impact assessment of the timing of early, broad; has perfect information disclosure system, public participation and feedback processes appropriate judicial safeguards, these pairs of public participation in environmental impact assessment system improvement has a reference. Then on Public Participation in the construction project environmental impact assessment and public participation in planning environmental impact assessment carried out an empirical analysis of public participation in environmental impact assessment problems: public participation in environmental impact assessment is not part of information disclosure; public participation in environmental impact assessment procedures of institution building, community and NGO participation in the public role of public participation and other aspects of security of tenure must be improved. Drawing on experience of Western countries in the basis for our public participation in environmental impact assessment to further improve the system to make reasonable suggestions in order to be able to promote our public participation in environmental impact assessment system development. This paper is divided into four parts, the first part is public participation in environmental impact assessment system overview; second part is public participation in environmental impact assessment system and the introduction of international development, Enlightenment; third part of our country's public involved in the construction project environmental impact assessment and public participation in environmental impact assessment planning empirical analysis; fourth part for the Perfection of public participation in environmental impact assessment system to make reasonable suggestions.
