Abstract


Environmental policy instruments to solve the ecological and environmental problems in order to achieve the sustainable development of man and nature as the goal, people take a variety of means and mechanisms to select the combination of behavior. With the increasingly serious ecological problems, people are increasingly high degree of concern for environmental policy instruments. The Chinese government attaches great importance to ecological problems, design and use of various types of environmental policy instruments to achieve the optimization of the ecological environment. The combination of ecological management practices, our current environmental policy instruments are divided into mandatory, mixed and voluntary three categories, a variety of environmental policy instruments play a role to some extent. Mandatory and mixed environmental policy instruments in our system, and the use of voluntary environmental policy instruments is still in its infancy, the use of the case is not very systematic, the main role is not full, so for voluntary environmental policy research has important theoretical and practical necessity. The so-called voluntary environmental policy instruments is a social governance body in the ecological environment in the process of governance is not or rarely by the government, in order to achieve the goal of sustainable development between man and nature, people take a variety of means select the combination of behavior and mechanisms, the policy objectives of the ecological protection of new policy tools to be completed on a voluntary basis. The paper is divided into five parts: The first part is an introduction, introduces the topics of the origin and background, status, and the basic idea of ??this study, research methods and innovations. The second part is the type and function of the environmental policy. This section start from the definition and classification of environmental policy, comparative study by mandatory, mixed and voluntary three types of environmental policy instruments to identify the voluntary use of environmental policy instruments in China's ecological governance in function and problems. The third part is a voluntary environmental policy in the feasibility analysis of ecological governance, focusing on the theoretical analysis. The fourth part is voluntary environmental policy instruments the use of case studies, this part of Zhejiang ecological province construction, for example, focus on the practice analysis. The fifth part is a voluntary environmental policy instruments in China's use of path selection. Mainly from the point of view of government, business, non-profit organizations, community and civic analysis to identify feasible way of voluntary policy tools to use in China. By a comparative analysis of the three environmental policy instruments, voluntary environmental policy tools to enable enterprises to more social responsibility for the government to contribute more to mobilize the enthusiasm of enterprises and society. Mainly to achieve a breakthrough in the following areas: governance philosophy from passive to active; governance on the basis of opposition from the government and enterprises to cooperation between government and enterprises; governance body from one to a pluralistic; governance focal point from the end of the whole process; governance ranging from parts to the whole. Environmental policy tools in China's use of the practice there are still many problems mainly in: the role of the voluntary environmental policy instruments; the inadequate main role; use system is not perfect. Voluntary environmental policy instruments in China's use of the theory and practice analysis proves feasible in ecological management in China, this paper proposes a general idea of ??the voluntary environmental policy instruments to use in China to build a voluntary environmental policy instruments to use the system. Different areas of a variety of body specific initiatives include: political spheres of government should strengthen the responsibility of the voluntary environmental policy, government responsibility is mainly reflected in the guidance of voluntary environmental awareness of citizens, improve the system of certification and environmental infrastructure , as well as environmental science and technology innovation and government environmental attention. The field of economic enterprises should give full play to their environmental effects, and to build voluntary environmental behavior, environmental technology research and development of the new enterprise culture of environmental protection. Non-profit organizations in the social sphere should be clear organizational positioning, building a stronger organization continue to expand environmental pathways; community and citizens should fully tap their own potential for environmental emphasis on community responsibility and civic engagement. Research of voluntary environmental policy instruments are relatively weak, the lack of systematic research, select voluntary environmental policy tools for research, a comparative analysis of the three environmental policy tool to identify voluntary environmental policy instruments characteristics and in the practical application of the deficiencies in the basis of analysis of the theoretical and practical feasibility of the use of policy instruments, draw of main voluntary environmental policy instruments play a different role in the practice of China's ecological governance system is the innovation Department.
