Abstract

The quantitative measurement of sustainable development is the current international ecological economic research on one of the cutting-edge issues. The core of sustainable development is the effective management of natural capital, from the perspective of ecological economics, human society is to get the development of strong sustainability, it must maintain its own stock of natural assets. Therefore, measuring the gap between human needs and nature of the natural ecological services can provide ecological services is of great significance. Canadian ecological economist Rees in 1992 and 1996 by its students Wackernagel improved ecological footprint calculation model to meet this demand, the model through the measurement of a specific area of ??energy and resource consumption, and consumption unified metric units, conversion of the various biologically productive land area required to provide this material flow, the land area of ??biologically productive area available compared quantitatively determine whether the development of a region in sustainable development range. Traditional ecological footprint model is based on the average yield of the worldwide bio-productive land., Can not reflect the real ecological footprint and ecological carrying capacity, but is conducive to the comparisons between countries and regions, so this use of local production and global average yields are two ways to handle the data. Hebei Province, surrounded the capital city of Beijing, and its sustainable development and eco-environmental situation directly affects the ecological security of the capital. In this paper, the relevant statistics for 1997-2007, Hebei Province, the ecological footprint and related indicators were calculated and analyzed, the results show very fragile ecological state of the environment in Hebei Province, Hebei Province in 2006 ecological deficit is twice the national average, Hebei Province has consumed resources than its ecosystem can provide more than four times the resources. Both methods show the natural ecological carrying capacity is arable land resources in Hebei Province mainly due to the decline of the proportion of arable land ecological carrying capacity, the actual ecological carrying capacity of Hebei Province in slow decline. The distance between the ecological footprint and ecological carrying capacity of the increased ecological deficit widen marks Hebei Province, Hebei Province ecological economic system is in serious ecological overshoot and unsustainable state.
