Abstract


With the development of science and technology, the arrival of the digital age, comprehensive benefits and performance evaluation of the research topic, a lot of research and management agencies in trying to find a more objective and fair evaluation method and applied it to the computer-aided management . Although more complex than the natural science projects, social science projects in the social sciences rapid development and the Natural Science Foundation of getting more complete quantitative assessment system, the quantitative analysis appropriate introduction of Social Science Fund project review system, not only is necessary is also feasible. A comprehensive evaluation of how social science projects in which indicators should be established for the project evaluation process and the methods adopted comprehensive evaluation of the project is necessary to study whether combination can these evaluation methods and computer to achieve effective evaluation of the performance of research projects carried out using computer-assisted research management to project management more scientific, objective, and is also an urgent need to solve the problem. Therefore, this article will be how to create the index system, to establish indicators weight, how to be more reasonable choice for comprehensive evaluation methods elaborated, intends to develop a software system for comprehensive research project effectiveness and performance evaluation. Apply for research projects management agencies and projects, research institutions, are of great practical significance. This paper is divided into four parts, the main contents include: The first part of the study on the performance of the domestic and international research projects carried out in-depth analysis, and proposed the purpose and method of this study; second part is to establish a social science project integrated effectiveness and performance evaluation index system, and based on the outcome of the social science projects mostly characteristics of paper, paper type of outcome evaluation index system, a detailed analysis of the two index system; Part III describes the choice of method and our index weights determine the weights of evaluation indexes; established two models of fuzzy comprehensive evaluation and BP neural network, applied social science projects, comprehensive benefits and performance evaluation of them; fifth part of the research and development of a social science project evaluation and management system, and randomly selected simulated evaluation of two projects to demonstrate the operability of the system. Innovation point of the paper: (1) qualitative evaluation and quantitative evaluation comprehensive analysis to establish a scientific evaluation index system; method of combining the use of fuzzy theory and BP neural network performance evaluation project of social science research. (2) development of a social science project management evaluation system
