There is a great shortage of capital in our country’s infrastructure building, so the mode of BOT has been introduced into our country since 1980s, and has been applied widely. The financing mode of BOT has a lot of advantages: first, it can lighten the debt pressure and risk of our government; second, we can learn mature technique and advanced management experience from developed countries that finance the BOT project, and then the citizens in our country can enjoy the infrastructure much earlier. So the mode of BOT has a very good foreground. Forever, the mode of BOT has a lot of characteristics such as great size of investment, long building period, complicated structure, too much main interest bodies, too much uncertainties, etc, so that there are several kind of risks during the lifecycle of BOT project, such as political risks, economical risks, completing risks, operating risks, marketable risks, natural risks, etc. All the risks above can prevent the BOT project from going smoothly, even destroy the whole project. Above all, doing the work of risk management well is very important to the success of BOT project.Based on the above, this paper does some research in the risk management area of BOT project. Firstly, the paper introduces the definition, category, characteristics of BOT project amply, in order to indicate the difference between generic project and BOT project and make use to the research of BOT project’s risk management; Secondly, the paper introduces the research actuality of risk management of BOT project; Thirdly, the paper does some research about risk recognize of BOT project, including that introduces the method and outcome of risk recognize of BOT, in order to provide to the risk evaluation stage; Fourthly, the paper does some research in the risk evaluation area, including estimates and evaluates the risk of BOT, and then emphasizes the method of "Development of Synthesize Evaluating Model" which can analyzes the current construction-agent system in order to ascertain the primary risk category and other main risk categories; Fifthly, the paper introduces the countermeasure to the risk of BOT project, such as all interest bodies participate, etc. The paper also discusses what to do to ensure the risk share between all interest bodies, including the government, industry and every natural person. At last, the paper also introduces the countermeasure to every separate risk.The article also introduces the case of "Gymnasium to 2008 Peking Olympic Games" BOT project, and apply the methods the article demonstrated before to recognize, evaluate the project’s risks, and give specific counter measures to them, in order to illuminate the research idea and method of the risk management of BOT.
