Abstract


Urbanization is an inevitable stage for development of history, To develop small towns is a natural choice of China’s urbanization. Small towns planning is the blueprint to guide its development and construction. At present, the issue of small towns planning has become the focus of academic research. However, there are very few of studies on peculiar types of small towns such as reclamation area small towns.After about 60 years development and construction, Heilongjiang reclamation area has become China’s largest commodity grain production bases, More than 150 reclamation area small towns with a flavor of modernization has emerged in the old great northern wilderness, they has become the local political, economic, cultural center from the initial agricultural production, management and command center. These small towns distribute in the rural area, they must bear some tasks such as absorbing surplus agricultural labor, developing secondary and tertiary industries, prospering regional economic according to the law of rural industrialization and urbanization, However, due to various reasons, the planning of reclamation area small towns has been lagging behind its construction, not conducive to the development of small towns.The article first reviewed the course of development of Heilongjiang reclamation area small towns, introduced various stages of development characteristics and achievements, then current situation of the reclamation area of small towns were analyzed, and revealed unique mechanism, the formation of laws and characteristics of Reclamation small towns. On this basis, from the macroscopic angle, the article pointed out the development strategy of small towns, and then brought planning countermeasures which were suitable to their characteristics from total population size, land size, characteristics, ecological environment and infrastructural facilities. Finally the article proposed measures to ensure these countermeasures being put into effect.The planning countermeasures summed up in the article have actual directive function for the planning and construction, Simultaneously, the research result of this article have some consult value to studies of other peculiar type small towns in our country.
