Abstract


Nowadays, global climate change is the major environmental problem in the world . Before 1970’s, the international community concerns on the study of science and cognition stage to climate change. The signing of 1992 United Nations Framework Convention on Climate Change and 1997 Kyoto Protocol have laid a solid foundation for the establishment and development of an international regime to deal with climate change. These treaties are both the platform of the international climate cooperation and the international climate cooperation achievement. So international climate system requires building incentive mechanism, to encourage the whole world.Firstly, this paper briefly introduces the basic knowledge concerning climate change, including related research work.Secondly, introduces the evolution of the international climate system and analysis the economy and political background of the international climate system.Then, specifically analysis the international climate negotiation. From the angle of improving global environment, the international environmental cooperation is not optimistic, because the global ecosystem has not been improved, while further worsened. The origin of the international environmental cooperation’getting into hot water lies in: first, national benefit principle that various countries insist on the foreign policy; second, the disparate development of the north and south countries and the poor state of the developing countries; third, soft law of the international environmental legal system. In the process of climate negotiation, there are contradicts between the developed country and developing country camp, the developed country camp itself and the developing country itself, Only when build effective and unceasingly perfect system of the whole world greenhouse gas subtraction arranging can we solve the problem.Finally, focuses on maximal developing country-China, sums up the impact of climate change for Chinese economic growth. China has played an important role in the international climate negotiation. Concentrates on analyzing Chinese pressure being confronted with the problem in the international climate negotiation. In order to protect Chinese country benefits and boost the international climate working I proposal some suggestions.
