Abstract


Ancient times, police power and civil rights as a contradictory unity of opposites always coordinated , offsetting the other . Police power on behalf of the public interest , constituted by the running of the police power limitations and restrictions on civil rights ; pursuit of the purpose of the protection of civil rights is bound to the exercise of the police power scope and modalities put forward higher requirements . Police power and civil rights in this interactive relationship for the best balance. Different periods in the development of the country , the form is not the same as the relationship between the presence of the police power and civil rights . In \establishment of the concept of the government , the balance of powers , the police power is included in the \government \The same time , the running of the police power to protect the civil rights of implementation , support and maintenance also need good constitutional environment , constitutionalism the connotation of the concept of democracy , the right to limit the spirit and principles of the rule of law and human rights values ??for the the benign operation and citizenship of the police power effectively provide theoretical support and system platform . To solve the Police Power citizenship security issues of , must involve a series of systems to build problems , mainly reflected in the delineation of the terms of reference of the police right through the improvement of entity legislation , legislation to control the police right through the improvement program run by establishing accountability system to enhance the power of the main self - awareness .
