Abstract


In today 's increasing demands for the protection of human rights , the exercise of executive powers of police strictly legal norms , so as to maximize the protection of the interests of the people and the stability of the social order, has a very important significance . The police further standardize the administrative law enforcement , for promoting administration according to law , the establishment of a healthy, civilized, progressive legal system , the social environment plays an active role . However, with the gradual establishment of the reform and opening up and the socialist market economic system , the police executive power in the process of exercising exposed many issues , these issues have become the rule of law strategy forward obstacles .
