Abstract


Urbanization is the important symbol of human society entering modern civilization. It is essential for building a moderately prosperous society to concentrate force to acclerate rural urbanization. Village-in-City is urgently need to be reconstructed in the process of urabnization. In Village-in-City, the village collective process huge amount assets because of land expropiation, appreciation of fixed assets and rise in house rent. Most villagers and village cadres are at loss in managering huge amount assets in the autonomy of villages for their relatively lower qualities and lack in management experience. They often appeal for help and make trouble for contradiction upon distribution and utilization in village collectiv assets, which result in village management confusion, society unstabilty as well as seriouly effecting realization of compresive construction well-off society. During the process of refoming Village-in-City, reforming collective assets and effective villagers automony are the most key factors.The thesis describes the fundamental force and realistic factors of in Villager-in-City by the theory of society democratic managerment multi-element realization model because of interest diversification in modern basic society. Taking the reform of Village-in -City collective to realize villagers automony in Lucheng District, Wenzhou City as an example, it demonstrates that Village-in-City break through the shackle of villagers automony by refoming rural community share-holding cooperative system. And then stock system democracy is put forward. According to necessary association between reform of collective asset joint stock system and villagers automony, equity is quantified to household even to person by quantifying collective assets and joint-stock enterprises are organized to intergrate into market economy for value-maintenance and value-increase, which make villagers become shareholders and enjoy the right of self-profit and public-profit. Villagers can recived share captial, deciede by vote village’ s affairs to solve irrelevant problems between collective economy and villagers’ interest by meeting of sharesholders. The collecitve assets and reconstruction of Village-in-City are admistrated by management style of modern enterprises to make villagers become master of assets and village.
