Abstract


With economic globalization and regionalization processes gradually accelerate the development of anything are no longer in isolation, port development is no exception, harbor agglomeration, cluster-style development has become a worldwide port development irresistible trend. Currently, many countries and regions have developed from a more comprehensive regional port cluster system, from Port Cluster Development in these areas the practice to break the boundaries of administrative divisions for the new market integration of elements of the ports within the region to strengthen cooperation coordinated development, can promote the common development of the port area and improve the overall competitiveness of the port group; same time, also appeared in the hinterland of the port's economic prosperity driven by opportunities for economic development, to the arrival of a new regional economic development opportunities. Ring around the Bohai Sea region is part of the Bohai Sea and Yellow Sea all coastal areas consisting of vast economic region, located along the Pacific west coast of northern China, is China's northern coast on the Gold Coast. Bohai Sea region has a long history of port development, the size distribution of the region more than 60 ports, after a long evolutionary development, the formation of the Chinese distribution of the most intensive regional port cluster, opening up coastal development in China occupies an important strategic position. At present, the development of the Bohai Sea port group mainly internal port group is not clear division of functions of the ports, the ports blind expansion, the lack of cooperation and other issues Dagang, integration of port resources, strengthen coordination and cooperation have become the Bohai Sea port cluster development imperative . In this paper, the theory of evolution method to study the regional port group, from a new perspective on regional port group's history, current situation and future trends of interpretation and analysis systems, induction of regional port cluster evolution, models and dynamic mechanism, Bohai Sea port group and our empirical study, summarize the Bohai Sea port cluster evolutionary tracks, analyzes the evolution of the formation of such external conditions, on this basis, predict its future evolution of trends and propose appropriate methods and recommendations to promote the ring Bohai Sea port cluster scientific development. Firstly, the regional port cluster evolution theories are outlined. Including the emergence of evolutionary economic theory, the formation and development, and regional port group related concepts and theories. Second, the paper European ports group, New York - New Jersey Port Group and Japan's Tokyo Bay port cluster development and analyzes the current situation, to summarize the development of practical experience, draw to break the boundaries of administrative divisions integration of port resources, and promote regional cooperation and competition between ports to meet the requirements of regional economic development, the development of ports in the world is the common path. Thirdly, the paper analyzes the evolution of regional port group general law. Summarize the evolution of regional port cluster path evolution model and dynamic mechanism, and through the establishment of regional port cluster evolutionary game model of regional port cluster evolution of competition and cooperation in the dynamic analysis. Finally, the paper of the Bohai Sea port group to empirical study analyzes the evolution of the Bohai Sea port group journey explores the Bohai Sea port cluster formation and evolution of internal conditions and external conditions, and presents the current development of the Bohai Sea port group The main problems and the promotion of scientific development of its future policy recommendations.
