Abstract


As an important guarantees for the national economy, the transport industry, in particular the shipping industry in recent years has achieved a considerable development. China has put forward clearly the goal of building the world seaborne power in the overall plan of transportation, but in the overall level the Chinese transport industry, particularly in the maritime human resources, compared with developed countries there are large gaps. To achieve this goal established, the department of transport has explicitly put forward the strategic of "kejiaoxingjiao". To achieve the goal of "kejiaoxingjiao", we need a large number of traffic talents ultimately, at Present in China, the training of traffic talents still can not meet the needs of the development of the situation, the development of the maritime human resources restrict the development of the transport.With the rapid growth of the global economy, human resources become increasingly competitive the Core Strength among the shipping enterprises, today the shipping industry compete with each other, who occupy a dominant position in the human resources and who seize the initiative in the game of survival of the fittest. In this paper, focusing on the seafarers, through the economic analysis of the seafarers training and development, discuss the development and training of human resources under the world seaborne power. And further on the training and development measures of maritime human resources put forward proposals to look forward to realize the goal of building the world seaborne power.
