Abstract

In recent years, with the rapid and sound development of national economy, the Real Estate Market also enjoys fast development. The sound and healthy development of real estate market can improve the housing and living standard of its residents. It can also meet the needs of its residents in such aspects as material and cultural lives. It can guard against and resolve market risks; realize the steady and fast development of national economy; quicken the step in the rebuilding and construction of the city, optimize the space structure in townships, expand the scale of the city, and push forward urbanization process.Along with the development, some new circumstances and problems also emerge during the process, e.g. up soaring prices, large scale investments in real estate market, etc. All these problems directly affect the improvement of housing standard of urban citizens, the safety and harmony of finance industry and society, and even the healthy development of our national economy.The market mechanism has its natural shortcoming which makes it impossible to solve these problems. So the government must take necessary measures to interfere and monitor the real estate market. A series of controlling measures have been taken by the party and the state council to control the up trend of housing prices, thus solving the housing problem of low income families. In August, 2007,《Opinions concerning the solving of the housing problem of low income families》was passed by the state council. The No.24 document issued by the state council and the conference on national housing problem obviously raise the guiding principles, tasks and policies to control real estate market. The 17th NPC also pointed out: "Complete the system in solving the housing problems of low income families by any means", which embodies the concerning and determination of the central committee and the state council in solving the problems.In view of this point, this text analyzes the necessity of the government in controlling the real estate market, the existing problems and the causes of such problems as fast-growing prices, large-scale investment and the backwardness of policies facing low income families by investigating and analyzing the means of developed countries in controlling the real estate industry; by investigating and analyzing the real estate market of Weihai city. The advices and suggestions go like these: set up perfect housing guarantee system to solve the problems of low income families by multiple ways; adjust the housing supply structure to consummate the housing supply system; strengthen planning and controlling to enhance the government’s macro control capability in real estate market; stabilize the housing price by applying tax revenue and credit; enhance supervision, regulate the developing and operating acts to promote the healthy and sustainable development of real estate market and national economy.
