Abstract


With the rapid development of the economy , more and more of government investment in construction projects , the amount of investment is also growing . Our traditional government investment and construction project management drawbacks of the model can not be applied to the development of the socialist market economy . So everywhere project management reform , was the pilot of the Agent System . In 2004 and the second , the State Council made ??a decision on the reform of the investment system explicitly Agent System to expedite the implementation of the non - government investment projects operating . After recent years of practice , it is found the Agent Construction there is still need to improve in the application . This paper studies Agent System in the non- profit government investment projects . First analyze the characteristics , status quo and the drawbacks of the management of government investment projects in China , pointed out that the traditional management mode can not be applied to the development of China's market economy . Agent System , this new management model went on a systematic analysis of the implementation of the program , from concept , theoretical basis , in real terms , the advantages its proposed Agent System is a more scientific and more effective project management mode . As a new management model , agent there are some problems that need to be addressed in the application process . The issues raised from the sound of the construction management laws and regulations , strengthen the cultivation and management of the Agent Unit , and the establishment of three aspects of the regulatory system suited to China's national conditions and recommendations to improve the construction management .
