Abstract


Environmental enforcement is an important part of the implementation of environmental protection laws , the recent years, with the rapid development of the economy , the environment, law enforcement work increasingly exposed many problems , into the plight of law enforcement . Especially in the case of environmental violations high incidence , the Environmental Protection Administration there are many other issues become more and more prominent, and the departure from the general principle of the Environmental Protection Administration , the use of illustrations , a comprehensive analysis of the history and reality of the environmental protection administrative law enforcement , and to analyze the common problems of China 's environmental protection administrative law enforcement , as a prerequisite for further analysis of the deep-seated causes of environmental enforcement problems : weak awareness of environmental laws , environmental legal system is not perfect , and the environmental management system is sound enough , the lack of environmental enforcement co-ordination and supervision of environmental law enforcement team capabilities and functions do not match . Of specific ideas to strengthen the enforcement of China's environmental protection administration thus explained from six aspects : One is to raise people's awareness of environmental laws , and the second is the improvement of legislation , and improve the system of environmental law in China and the third is to deepen the reform of the environmental management system and perfect environmental enforcement co-ordination and supervision ; five is to strengthen the capacity building of law enforcement teams , six innovative environmental enforcement . In the study of environmental enforcement issues , good at starting from the day-to-day environmental monitoring practical experience to analyze the reasons for the law enforcement problems ; investigate instances of close contact in Zhenjiang City grassroots environmental enforcement , law enforcement difficult way to resolve , to extract from perspective of environmental monitoring practices to provide practical reference for to solve environmental enforcement difficult .
