Safety is related to people's lives and property safety, the sustained, rapid and healthy development of social stability . At present, China has many problems of production safety situation , many businesses and employees' safety awareness indifferent , safety laws and regulations , technical standards often ignored , security technology level in more developed countries far behind . Government members of society , including enterprises ( citizens, legal persons and other organizations ) provide a variety of safety training and education , information sharing, security standards and technology promotion and other products, as well as a variety of administrative, legal and community services such as grossly inadequate. According to the characteristics of public goods , these products and services can be called \This paper argues that our security sources of supply of public goods can be the government , for-profit organizations ( enterprises and intermediary organizations ) as well as non-profit organizations , the latter two supply situation there are many flaws and shortcomings. In this case , the government should take effective supply of public goods safe ways and means . Combined with building service-oriented government requirements for production safety work , the government should gradually from monopoly supply , such as exclusive supply direct to indirect supply supply in the form changes the security of public goods producers and providers ( service providers ) apart , and vigorously industry associations to play , research institutions and other non-profit organizations in the security role in the supply of public goods , foster security agencies , and improve security settings disciplines , foster security professionals in the community build a safer atmosphere.
