Abstract


China's water resources are not rich, and uneven spatial and temporal distribution of the water shortage problem has become the biggest bottleneck restricting the development of China's national economy , the most important issue of sustainable development is a threat to our economy and society of the 21st century . Liquidity characteristics as water resources , inter - regional cooperation can not only ease the water needs of the drylands , internalizing the externalities of water resources generated through regional cooperation to reduce water environment . Water rights theory as the theoretical basis of our existing water management system to analyze , research shows that a long period of government administrative directives of the inter - regional cooperation of our water resources , the lack of participation of the market mechanism , the administrative order of the inter - regional cooperation also able to change the configuration of the water resources , but the practice has proved that excessive administrative intervention in the allocation of resources is not as good as the market mechanism . With the increased scarcity of water resources , the requirements of the market mechanism in the allocation of water resources is also growing demand , inter - regional cooperation mechanism for the introduction of water markets , the transformation of government functions , to establish the use of water resources \Also market mechanisms , government intervention in the pros and cons of two ways compared and found to produce failure phenomenon can not be avoided when two ways alone play a role . This is due to the water along with private property and public property caused . Precisely because of the water resources with this particularity , it led to regardless of the market mechanism or government intervention in the allocation of water resources alone , by its own shortcomings limited , unable to achieve resource optimization . Therefore , I think that government intervention in a market mechanism should be established cooperation mechanism , run-in with each other through two ways and complement each other , eliminate the defects of the system itself , in order to achieve the optimization of resources , the ecological balance of the target .
