Abstract


Along with the human society governance mode to service-oriented governance reforms, the basic unit government pay more and more attention to public service function, public service function become primary government core functions.Now, the function of providing public services becomes the most important function of the basic-level governments. As the social progress and development, it has increasingly higher requirements for public service capability of the basic-level governments.The basic-level governments must improve the public service capability.This article from the social transformation period view, research to public service capability of the basic-level governments. Firstly, we analysis the theory of social transformation period and the public service capability. Secondly, we analysis the present situation of public service capability of the basic-level governments.Finally, we analysis the vision of public service capability of the basic-level governments.In the background of social transformation period, improving public service capability to establish service-oriented government. Therefore, the research to public service capability of the basic-level governments for our government development has significant meaning of the theory and practical significance.
