Abstract


The right to life and health is the presence of the citizen as a person , as a prerequisite for the subject of rights , the basis for citizens to exercise other civil rights . Safeguard the citizen's right to life and health is the bounden duty of the government . Without a license to practice medicine is a disrupt our normal medical market economic order phenomenon, but also a serious hazard to the health interests of the masses violations . A long time local governments to intensify the crackdown of practicing medicine without a license , but its record to play can not help but repeatedly hit more than , record playing without a break , the phenomenon is still quite common. The traditional comprehensive management can not be effective without a license to practice medicine phenomenon governance . The papers from the characteristics of the study without a license to practice medicine , hazardous proceed to discuss the reasons why repeated without a license to practice medicine phenomenon ; thus revealing the presence of undocumented practicing medicine phenomenon is a social problem , it is the country's social security mechanism , medical institutional and social management operation mode as well as a doctor 's ideas , customs and habits are closely linked . The modified theory of governance - the introduction of government-led collaborative governance theory without a license to practice medicine phenomenon governance is an innovative point of this article . The theory is that the papers in the traditional governance theory based on governance theory put forward a more suitable for China's national conditions . Based on the practice of the Pudong New Area , illustration , through analysis the New Area mode of experience and lack of its implementation conditions to study the practical application and effectiveness of the theory of governance without a license to practice medicine phenomenon . The paper concluded that the government need to take governance of practicing medicine without a license by the government -led social participatory way ; different departments at the same time , the Intergovernmental need for coordinated operations ; governance means a variety of means and with governance theory ; amended is the most powerful theoretical weapon without a license to practice medicine problem . Meanwhile, the paper also pointed out that the governance model of the Pudong New Area of practicing medicine without a license for the country to have universal significance , the modes is also consistent with our government proposed building a harmonious society , the concept of governance to achieve good governance .
