Abstract


Since the 1980s,China startded to reform the medical-sanitary system.After more than 20 years,this reform has not been completed.There are still many problems in the chinese medical-sanitary system,such as excessive growth of the medical fee that people are unable to bear the cost of medical service,medical resources irrationally allocated and lack of fairness,the monopoly of state-ownded hospitals,the insufficient source of medical revenues,and so on.The difficulty and high cost of getting medical service became a prominent phenomenon grandually,which made people not to be satisfied with the actual effect of the reform.So the government demands some valid countermeasures to save the reform.About the difficulty and high cost of getting medical service,many scholars expoud all kinds of analysis and judgements.By and large,there are two predominant opinions.One opinion is against the market-oriented reform.They believe that the market-oriented reform made a terrible mess of the medical-sanitary system.They say that the medical-sanitay service is in the nature of a welfare,so we couldn’t carry on a market-oriented reform like what we did in the domain of the economy.The other opinion was in support of the market-oriented reform.They believe that the market-oriented reform is feasible to the medical-sanitary service.lt is the incompletely market-oriented reform,which leads to so many problems in the medical-sanitary system.Accordingly,if the government wish to push ahead with the medical-sanitary reform,we should make a choice between market-oriented reform and anti-market-oriented reform to solve the problem of the reform direction.The dissertation presumes that the market-oriented reform is very important for the local government to cope with the medical-sanitary system reform according to the situation of China.Local governments can play an important role in the medical-sanitary system reform.Local governments will play three principal roles in the medical-sanitary system reform:first,they play a role of planner.Secondly,they play a role of supervisor.Thirdly,they will provide the basic medical-sanitary service for the people.Taking Wuxi as example,the dissertation illustrates some methods which Wuxi took in the process of carrying forward the medical-sanitary system reform by analyzing the pattern of "separation of regulating and running"in Wuxi.The dissertation will analyze the effect of the pattern on the medical-sanitary system reform in Wuxi,and summarize some experience.At last, the dissertation puts forward advices and suggestions to provide references to local governments in making related decisions.
