Abstract


In our country, government supervision mechanism construction and execution effect exists many shortages, particularly in the field of engineering construction, due to lack of supervision leads to inferior project repeatedly appears. This article from the power of the government supervision of the government concept, analysed government abuse of power and the expansion of the fact, the importance and necessity of supervision of government, effective government oversight procedures including the effectiveness and validity of results. The construction project of our country government supervision starts after founding a state, development in reform and opening period, roughly divided into three stages, each stage of the model should be said that construction has played a positive role in promoting, although the engineering construction in the area of supervision and management of job than has previously been in hardware and software have made great progress and development, but in the current system still exist some contradictions and problems, we can easily see the power of the government exists within a fundamental paradox: the power of government individual exercise. China’s feudal era created the advanced monitoring system, the United States of America learn from the advanced western separation of the three powers of supervision thought, created the modern excellent supervision system, these experiences for our country’s supervision system is a good reference and guidance role. Improving the government supervision efficiency, need to separate from the design and construction supervision to all-around, whole process, complete covering regulatory change, from general management to the differential management change, promote the combination of entities and behavior, market and spot linkage. Construction engineering supervision work to improve the efficiency of the government, in the high-speed development of information technology today, must use modern information technology innovation process monitoring, implementation supervision information management. In the establishment of the guarantee benefit system, selection of engineering staff to participate in the government in the process of supervision, to ensure the government supervision in the strength and accuracy of strive for further improvement.
