The Sixteenth Plenary Session of the Fifth CPC Central Committee formally proposed the building of new socialist countryside,which have"producing development, wealthy life, polite phenomenon, clean and tidy appearance and democratic management",we can see the rural civilization construction is an important aspect of new countryside construction.Rural civilization construction is essentially a spiritual civilization construction in rural areas.In China,countryside is the weak link in the construction of morals and ethics.The farmers lack of strong correct guidance of the moral education,the formaiton of values,the create of a climate social in rural areas.At the same time, Rural civilization construction is an important and effective way for the solution of various conflicts,which provides an ideological guarantee,motivation and intellectual support for the development of rural society.Rural civilization, meaning that rural culture to meet specific levels of social development and achieve a more ideal state.Through the building of new socialist countryside,Rural Civilization has made certain achievement and has a certain flavor of the times.
