Abstract


Public video monitoring is a business of network video monitoring provided by China Telecom Co. Ltd. targeting for high-end family, soho and small enterprise. The user can view the real-time video in this business which is based on IP technology and brand network meeting the demand of the user to be able to monitor, manage and transmit the video through a monitoring platform.The China Telecom Co. Ltd.has formulated the standard to guide and develop the business, but the shortage of an advanced and conformity operating platform results in inconsistent data interface with BSS and seriously affect the interchange between local networks.So, to build a unified video operaung platform according to the China Telecom Co.Ltd.standards is an important mission as planned.In this article, a video operating platform based on IPV4/IPV6 according to SIP is proposed, including its demand analyst, overall structure design, sub-system divisions and technology selection after comparing the situstion of different current platforms to business operating ability, and analysing the demand of the platform which the future business ability need to meet. The key technologies to realize the platform are also analyzed and discussed, including the design of overall structure (which supports a large deployment in a cascade way), scheduler policy and media service sub-system.
