Abstract


In the case of the financial resources of the country, in order to ensure highway development to meet the needs of the development of the national economy and to meet the demand of highway construction funds from 1984, China began to implement the loan roads, loan fees, toll roads policy. After 20 years of development, the size of the toll roads in China has reached more than 10 million kilometers, and fundamentally change the passive situation of China's road infrastructure in the face of lagging behind economic and social development. World Bank 2007 special report: China thanks to the toll road policy, as the representative of the national road network highway rapid development, improve market competitiveness. The toll road is too large in scale, the management is not up to standard, however, more and caused widespread concern, especially with China's economic and social development and the enhancement of the overall national strength, the reform of the toll road management policies to improve road public service capacity had become the consensus. This macro context, all over the country are engaged in useful exploration. Yancheng toll road construction started earlier, diverse management system, regional economic development, and the accelerated pace of urbanization has brought many new charges contradictions, management of the toll road highway system in Jiangsu typical specimens. Beginning in 2006, under the support of the competent authorities, Yancheng under the national toll road management policies, launched a comprehensive highway toll stations layout research work to promote the reform of the toll road management, and ultimately realize the toll road of scientific development. Given the current is not yet mature, the theoretical support of the authority of the toll road management reform and institutional design, toll road management reform around the general is in the the spontaneous test or pilot stage, the reform direction and trends are exploring. The author attempts to apply the theory of public administration, government public service, research, a combination of qualitative and quantitative analysis methods, the use of long-term engaged in the practice of highway management facilities, the Yancheng toll road management status, as well as integrated transport system studies of the development of the outstanding problems of the toll road management in Yancheng, efforts to explore the deep-seated reasons behind the problem, analyze promote and facilitate the basis of the theoretical basis of the reform and legal system of toll road management, drawing on existing theoretical results at home and abroad and practical experience of reality from the Yancheng local economic development and highway development, focusing on improving public service capacity of the road sector, to restore the true colors of the highway infrastructure as public goods, and steadily push forward the toll road management reform and the pace of work, the scope of the City within the toll road layout adjustment to reduce the number of highway toll stations, gradually control the scale of the toll road to improve the effectiveness of the integrated operation of the road network, and lay a solid foundation for the Yancheng Highway scientific development and the sustained and healthy development.
