Abstract


From the perspective of the corporate strategy , budget management theory applied to highway business in order to improve the level and value of the highway business management . The paper describes the budget control of the the ideological development process and the characteristics of the corporate strategic management , that the budget is act as a corporate strategy and resource allocation tool . This article reveals the budget of the highway business strategic planning . Highway business should be adjusted according to changes in the environment and the internal and external conditions strategy and budget management mode , to the implementation of the budget control to the point of view of process control , the strategic concept of full life-cycle cost planning cost estimates and capital budgets . In order to successfully achieve the budget management , according to the dual attributes of the highway business , the introduction of the Balanced Scorecard strategic thinking , and to design highway business balanced scorecard of key business indicators , to guide enterprises to better to highway business budget management from a strategic point of view goals.
