Abstract


Suburbs in our connection dual social structure of the special zone , marginal zone and the transition zone . Concentrated area of various social contradictions , and the characteristics of a critical period of China's economic transformation , social transformation , showing a concentration , complexity , multiple and easily intensify . The landless peasants issues including land expropriation suburban become the focal point for the suburbs all kinds of problems . With urbanization , urban infrastructure construction , and various types of construction of the park need a lot of land , the city suburbs farmers land acquisition has become an inevitable trend . The various conflicts around the land acquisition commenced escalating conflict between farmers and local government to become a common phenomenon nationwide . How to solve the problem of landless peasants , the focus is to solve the security problems of the landless peasants , the government urgently needs to think and solve problems in the current process of urbanization , not only to the Wenzhou suburban success advancing the process of urbanization and other regions of the country are have important implications . In this paper, the use of public policy , public choice theory as the main theoretical tools to study the problem of landless peasants , landless peasants landless peasants at home and abroad has been formed in just a few years as a research premise , from a public policy perspective on suburban study . Integrated use of literature , research , comparative analysis , data , charts, analysis and other quantitative and qualitative analysis of inductive analysis method , the theoretical basis of policy research , the Social Security status quo of the landless peasants , public policy related to the main interests of the game and solve the landless peasants countermeasures and thinking of Wenzhou suburban landless peasants security problem analysis, looking for reasons to hide to landless Peasants behind in the suburbs and in real terms from the law level , protection way perfect landless peasants on the basis of development policy , in order to solve the the suburban landless peasants issues provide some suggestions and specific way , as well as government departments to better decision to provide a theoretical basis for advancing the government decision-making more scientific and institutionalized .
