The core competitive advantage of a company lies in the‘First Source’of company production. For power companies, to find a suitable performance management system as to differentiate employee’s capabilities, inspire their new potentials, and develop talents and wisdom is one of the biggest challenges faced by corporate management. Moreover, performance management plays an essential role in the implementation of corporate strategy, as well as the enhancement of economic benefits.Based on the actual situation of Shenzhen Energy Corporation (SEC), this thesis presents an analysis on some of the existing misunderstandings in performance management in most companies and reveals the necessity of implementing performance appracial system by applying common theory of human resource management. After a thourough research on the current situation of SEC performance management and its performance appraisal system, the thesis studies the common practices of most of the domestic companies and proposes a new performance management system that is characterized by the human resource management features of power companies. Such system emphasizes on the general evaluation of three aspects----performance, talents, and attitude. The appraisal should consider the current management status, and should focus on quantitative evaluation. Key Performance Index should be introduced into the System. Balance Score Card (BSC) should be applied in the design of the performance index system, of which each index should be weighted differently. The System values the integrity of human resource development. It also creates a general module of evaluation procedure and management system that should be paid attention to when conducting performance evaluation, and comes up with a reform proposal and action plan that may serve as a practical reference.In summary, by applying theory to practices, this thesis goes through a process from problem identification to problem analysis, and finally brings up a performance management plan suitable for SEC.
