Abstract


Out of the prison system means that during the execution of prison sentences , to promote the inmates return to society , and to implement a system of punishment . Released from prison inmates on how out of the prison , the world has a legal requirement, but this part is from another part of the independent execution of punishment , as a special regime for the execution of punishment system specification and construction , and even set up for this purpose a class of prison , which is still fresh in the international community had the same case ; same time, not just put out of prison as a pure law enforcement aspect , more importantly, given its specific goals and mission , the attention and protection of the interests of prisoners return to society as the purpose of this phase of the work , to help support the reintegration of prisoners , the prison into society as part of the center. This is a new topic at home and abroad . The author based in Hunan Star City prison practice, comparative studies, investigation and analysis , based on the adoption of this right out of the prison system generated origin, basic theory , practical experience and development direction of a preliminary study . In conclusion, the article author believes that the prison system is a Progressive development of the system , out of the prison system from other penal system is independent of the execution of punishment in the integrity of the system and development , although at present its building and research has just started, but far-reaching worth theory and practice experts to conduct more in-depth exploration and research.
