Abstract


Building a new socialist countryside in China's modernization process is a major historic task. Towns and villages is to build a new socialist countryside important content. China's current level of the overall work of villages and towns, and rural people's growing material and cultural needs, there are still some problems can not be ignored. In this thesis, the current in improving rural living environment under the guiding ideology rural construction management system integration and shaping strategy, from our villages and towns of the guiding ideology and principles, planning and management, administrative agencies, engineering, quality and safety management, and urban and rural integration management mode to the specific conduct research, and through the Furong District, Changsha East Tuncun urban and rural construction and management practices to the empirical analysis, this reflects the central provinces, towns and villages manage the actual situation. In this paper from the perspective of rural construction management system to explore the process of building a new socialist countryside, towns and villages for the Chinese construction management indicated the way forward, for exploring a level suited to their own economic development, urban and rural coordinated development of local cultural heritage of New Town construction management, is of great significance. Our towns and villages must be differentiated according to the coordinated development of urban and spatial planning and construction ideas. Comply with town planning concept of ecological civilization construction principles include: protection of the ecological and rural characteristics; insist functional and spatial organic mixed; maintain the rural ecological cycle; heritage of native culture; adhere to applicable technology promotion; respect for nature; guidance; strengthen county building to promote the county economic development; strengthen small town planning to drive around the rural development. All levels of government administrative agencies work in villages and towns in our country has played a key backbone role in the Ministry of Housing and Urban-Rural Development under the guidance of the Ministry, provincial and municipal thoroughly implement the CPC Central Committee and State Council, the rural construction management made a good job effectiveness. State attaches great importance to rural construction planning legislative work, \Overall, China's relatively backward rural planning, can not adapt to new developments, there are also large differences between regions. Management of rural construction planning and coordination should select appropriate mode, clear functional positioning, perfect village layout, grasp planning process, strengthen infrastructure construction, strengthen the focus on residential construction, the implementation of new and transformation simultaneously, specifications and intensive use of land, improvement, and beautify the living environment, planning and the changing role of complement and improve the \Present, China's rural construction project quality and safety of the overall level has been improved, but the situation around the imbalance. To enhance the quality and safety of rural construction project management, and effectively improve the quality and safety of rural construction projects, should improve relevant laws and regulations; innovative institutional mechanisms; strict administrative supervision of law enforcement; vigorously carry out technical service activities; strengthen professional and technical personnel training; prominent focus, guidance, supervision and management innovation; strengthening rural construction disaster, disaster prevention; urban and rural construction and development of villages and towns to build a scientific and standardized standard system and other aspects to improve and perfect. Urban-rural integration is the development of China's modernization and urbanization, a new stage, some cities have been based on their actual situation and explore the effective integration of urban and rural construction and management mode, such as Chengdu, Zhucheng, Wuhan, Changsha and Yueyang. In this paper, Furong District, Changsha East Tuncun urban and rural construction and management, for example an empirical study for China's urban and rural integration to provide a realistic model.
