Abstract


The contemporary existing of Commonweal system and Industrial system results in problems as well as the duality of management subjects, government and enterprise, which makes it necessary to run in harmony. The theory of Industy-chain lays stress on being dynamic and open as well as systematic and integrated, emphasizes the value-increasing and core competitive power, addresses differences while taking into account weak link, which not only benefits digital information service itself, but also instructs the harmonious management for digital information services .As digital information services institutions are not strongly subjected to administration abroad, have a relatively high level in socialization and marketization with a deeper understanding in the industry chain of information services, and focuses more on practical level. While in the studies on information Services combined with industrial chain theory, they pay more attention to the use of information services for other industries, rather than the characteristics and roles of the industrial chain for information services industry itself. There are some domestic studies on industry chain ideas being applied to information services already, but none has probed into its mechanism, nor emphasized the positive role of the industrial chain in market operation. Through analysis on the actuality and problems of digital information services in our country, this paper aims to apply the core ideas of Industry-chain-theory to the harmonious management for Bi-system of digital information services, to maximate the efficiency and benefits of digital information service management.This article explains the concepts of Industry-chain-theory as well as the connotations of Bi-system of digital information services first, and demonstrates the necessity harmonious management for digital information services according to analysis on the actuality and problems of duality management, digital information services; And then, presents the funcations of Industry-chain-theory to the harmonious management for Bi-system of digital information services; Next, probes into the harmonious management system for digital information service Bi-system from aspects of principles and demands, realization mechanism and mode as well as management guarantees; And finally analyzes the Industry-chain characteristics of Google company in realizing the harmonious management for both commonweal and industry institutions with their disadvantages as well.Main innovation points of this article: Sums up the core ideas of Industry-chain-theory, and reviews the special disciplinarian of digital information service industry chain; Deepens the connotation of digital information service Bi-system, and demonstrates the aims of researching it; Presents the digital information service harmonious management principles, policy and cost effected by Industry-chain-theory; puts forwards four mechanism of price fixing, benefits adjusting, communication and credit, service and supervising, to realize digital information service harmonious management, and also gives an analysis on its model; Makes a case study on harmonious management with ideas of Industry-chain as reference for digital information service practice.
