Abstract


University, as a modern higher educational institution, the planning and construction about university campus are concerned all the while. Since the 21st century, university has entered a rapid growth period on account of higher education popularization and enrollment of university. However, the fast developing of university also gets into knots .the execution is more and more misapprehended and leads to many problems in constructing. Construction and planning gets into an embarrassing situation. At the same time, with the more deeply developing of innovation and open and the improvement of the life standard in our country, the public pay more attention to society. However, in our country the public participation is still low in campus construction. So reference to the developing situation about the university and public participation in city construction, how to lead public participation into campus construction and improve the quality of campus planning, is a necessary and urgent problem.By reference to a large number of documents, combination with the practice in Ningbo University, by the means of questionnaire, dialogue etc. to collection of the newest documents, and combine qualitative analysis and quantitative data, According to the general procedure of the project and the supporting institutions, the thesis explores the scientific and operable public participation system of campus planning and construction.First, conception instruction of the theories and methods of public participation, and analysis of the necessity of public participation from the perspective of urban planning theory, as an academic guidance to deeper research.Second, introduction of experiences in foreign countries about public participation in campus planning and constructing, analyzing about our character and deficiency in public participation, and explaining the necessity of public participation in our country.Then, exploratory study about the measures of public participation , including: the premise of the public participation question in campus planning and construction; according to the common proceeding of project constructing from four stages: plan, design, choice and execution.Last, supporting institutions to support efficiently the running of public participation in campus construction and planning from four sides: system support, organization support, publicity support, technology support.
