Abstract


Along with the Chinese economy’s swift growth as well as the process acceleration of industrialization and urbanization, the environmental protection question accelerates further. Although our country has taken a series of measures to strengthen environmental protection, the implementation of environment protection function also lacks validity and efficiency to some extent for there are some defects in the government functions. Therefore, to build the harmonious society needs to shift the environmental function consistently, basing on the experience of former environmental protection practice. Since the 1990s, the gradually emerging service-type government theory provides brand-new thoughts and direction.Facing the new time’s historic task, the local government, as the superintendent towards local property and resources, plays an important leading role in solving the environmental problems and is one of the important parties to solve the problems. At the present stage, only to speed up the shift to environmental protection functions of local governments, to strengthen the government’s achievements and effectively coordinate the relations among society, economy and environmental benefit, can the joint effort be formed and can the harmonious development between human beings and nature be promoted.This paper takes the harmonious society as the research background, takes the government environmental protection function as the object of study, and takes the shift of local government environmental protection function as emphasis of the research. This paper discusses the roles and responsibilities of the local governments in the work of environmental protection in the building of harmonious society and points out the problems and causes in the present shift process of local government environmental protection function with the shift of government function as the starting points. Basing on this, the author puts forward target-oriented thoughts and approaches for the shift of government environmental protection function and the purpose of it is to provide references for the transform of Chinese local government environmental protection functions. At the same time, the paper takes the environmental protection of Chongqing Municipality as the research case, analyzes the environmental protection development process since Chongqing’s municipality of ten years ago, summaries the development experience, explores the existing problems and finally proposes the countermeasure suggestions for the Chongqing’s future environmental protection basing on the relevant theories of function shift.
