Abstract


Environmental issues is the problem of the relationship of man and the environment, and human error process understanding and practical problems arising in the relationship between people and the environment under the guidance of the traditional concept of development,. Strengthen environmental law enforcement capacity building, the main problems of the environment and legal system; research to learn from foreign experience in environmental law enforcement has a positive role to promote the better development of China's environmental legal construction. Most of the Western developed countries, environmental protection law enforcement is strengthened after the serious environmental problems in the 1960s, and with the development of the environmental issues and continuously improve the distinctive environmental enforcement mode. China's environmental administrative enforcement barriers result primarily from the local government is not a correct view of achievements and development concept of local protectionism, lack of environmental law enforcement authorities permission small violations punishment, as well as a lack of public awareness of environmental protection.
