Abstract


Urban traffic problem has become an important factor restricting the city normal functioning and urban sustainable development . Therefore , local governments solve the traffic problems , and the first to carry out is to develop an integrated transport planning , and the planning of the road network is one of the most important . How the judge planning program in the end whether we can achieve the purpose to improve the traffic situation in the city government , to avoid blind investment , what impact on the future development of the city , these issues require scientific evaluation to answer after road network planning . This paper , through the analysis of the relationship between the transportation decision-making and transportation planning , combined with the use of evaluation in planning programs , and expounded the meaning of the decision - oriented planning evaluation , system planning evaluation should have the characteristics and principles ; and pointed out that in road network planning stage , you should take the initiative to application of the theories and methods of evaluation system which penetrates the planning scheme to develop the whole process . Summarized combing at home and abroad on the basis of the evaluation system of urban road network planning , citing estimating system adaptability ; departure from the policy-makers point of view , the use of the Decision Sciences , and systems engineering principles and systems engineering methodology for road network planning evaluation architecture analysis , hierarchical tree building evaluation system ; road network performance , economic efficiency , social impact of the three aspects , combined with demand for transportation decision makers to establish the various indicators of the evaluation system and gives the results of the evaluation of the algorithm , and the eventual adoption of the multi-level fuzzy math to show it. Selection of the evaluation method , the multi-level fuzzy comprehensive evaluation model for evaluation . On the weight of the calculation using the trapezoidal fuzzy number model of qualitative indicators of subjective weights calculated entropy model to calculate the objective weights , the final combination weight . Finally, to Yiwu road network planning as examples of empirical analysis and research .
