Abstract


Prison as the penalty enforcement authorities of the country, its basic function is to execute the penalty to punish and rehabilitate criminals. Prison funding for to protect prison authorities correct and effective execution of the penalty has a major role, is the basis and prerequisite to do prison work. Prison expenditures is an important part of the protection of national essential for public safety. Nobel laureate Gary S. Becker, professor of successful theories and methods of economic analysis applied to the study of human behavior, he believes that all human activities are the use of economic analysis to study and description. But China's economic analysis in the prison work started late, it is blank for prison funding Chongqing Economic Analysis. This article is intended to fund management practice based in our nation's prisons, economic analysis, in particular the financial analysis as a way of thinking tools penetrate into the study of the prison fund management field, trying to do something useful economic analysis attempts on the 1997-2007 prisons funds in Chongqing . This article looks at the background of China's prison system Prison funding for full protection \prison expenditures and other aspects of the economic analysis of the multi-angle, comparing revenue and expenditure growth trends, explore the objective reasons, to identify problems and think about solutions, and make policy recommendations. This paper is divided into five chapters. First, a brief introduction to the concept and constitutes the basic situation of prisons and prison funding, to introduce the concepts and theories of related economic analysis, to pave the way for the full text. Second, the amount and structure of prison funding income analysis, focus on the comparative analysis of the total financial allocation and standard changes. Again, the economic analysis of prison spending anatomy Chongqing became a municipality to prison expenditures. During prison expenditures, the analysis focuses on the total prison expenditures prison expenditures structures, and police officers and prisoners per capita spending indicators, analysis of the main factors in the decision and the impact of prison expenditures. Finally, based on the above analysis, it is seeking to sound prison funding for fiscal full security system, further strengthen the prison funds management strategy, guidance the prison funds management work practice.
