Abstract


In recent years, social disharmony situation has become increasingly evident , because the real pattern of interests between stakeholders can effectively adjust the complex interests, reconstruct the pattern of interests to become a harmonious socialist society the inevitable mission. Based on the government 's special status , the paper using game theory , the relationship between the Government's interest to stand out from the pattern of interests , and clearly the functions of government is to guide the establishment of a balanced pattern of interests . This paper defines the pattern of interests in research areas of government , including government relations and the interests of those in power system, the pattern of interests reconstruction in the roles and functions , and establish game analysis system . Then poor implementation of public policy as an incentive to analyze the central and local government similar to \To break the plight of the central and local governments according to the different levels of decentralization , this paper presents two kinds of institutional arrangements, including central and local governments to establish bargaining model , balanced public policy ; introduction of the central government established a reputation model reputation in the reputation of deterrence , the local government will choose cooperation with the central government . After the break the plight central government and local governments are still in the game tense relationship, then a deeper level, this paper analyzes both on principal - agent relationship between the interests , the conclusion is the local government to achieve good governance lies in its ability to take risks when making decisions neutral attitude, and institutionalized public participation and the central government a reasonable mechanism design can allow local governments to shift from a risk -averse risk-neutral type , thus achieving harmony between central and local interests . Rationalize the system of government interest is the basic premise of this article foothold balanced pattern of interests of the government in the establishment of the system must focus on as a designer, by providing a viable institutional arrangements and rational allocation of social resources , and guide the establishment of a balanced pattern of interests .
