Abstract


The first World Conference on Higher Education noted that the fundamental mission of the University is to promote the sustainable development and progress of society. In the era of knowledge economy, higher education from the margins of society to the center of the community and become the engine of social development. Western developed countries shows that the only way of promoting higher education and the local community to develop is that establish a benign interaction the development of relations between higher education and the local communitySubordinate’s College as the leading military of Higher Education, it has some advantages which only belong to the Subordinate’s College. If these benefits can play a key role, subordinate’s College will build a better local economy .At the same time ,its development directly impact on the nation’s higher education development. In recent years, there has been a great development of subordinates College. Construction and development of the subordinates colleges and universities has gradually become an important and realistic way which can achieve socio-economic development. But community colleges and universities have a no idea on how to play the actual role of subordinates and rely on the talent, intelligence and scientific and technological advantages of subordinates to develop local socio-economic, and there is still great action blindness. To some extent, the detached between the constraints of the subordinate’s university local economic development not only restrains the reform and development of subordinates university, but also affect the local socio-economic development, and this is necessary to make great efforts to solve the pressing problems.This paper study systematically of the local community, the special of the subordinate’s university firstly. Above this, expounds social services of the subordinate’s university, and sums up the theoretical characteristics of the advantages between the local community college and their subordinates. This study to help understand the nature of social services Nature about subordinate’s universities, give full play the advantage of their subordinates College for the local social services, as well as formulate a strategy of the subordinate’s university’s social services. Secondly, the paper systematic analyses the interaction between subordinate universities and local economic development. On the one hand, the local economy is the supporting and guiding factors of the development of subordinate colleges. On the other hand, subordinates Colleges and universities are science and technology and dynamic factors for economic development. On the basis, the paper briefly discussed the content of subordinate’s college social services, including the political and economic areas, and cultural and educational fields. The major part of this paper is analyses the status and problems of subordinate’s college and local economic development, as well as a number of countermeasures which for the problems. In the third part, this paper studied the local community, the special nature of subordinate’s university, and summed up the advantages characteristics theory of the local community and their subordinate’s universities, and explained problems that subordinate’s college social services exist. This article in the last part discussing for the first part of the problem, raises ideas and measures for the subordinate’s university to serve local community. The part based on the reality of objectivity and workable principles, from two angles to Thinking about countermeasures, which are subordinate universities and the government.
