Abstract

County and township rural roads is an important infrastructure to support the development of China's agriculture and rural economy, is an important part of China's highway network, but also in rural areas, the most important transport corridor and even in some areas only. In the county and township rural road supply, there are still some problems can not be ignored: First of all, most of our rural road foundation is weak, a serious shortage of the total, low grade, poor capacity in a short period of time, the broad masses of peasants rural highway needs and the supply capacity of the Government there is a great gap; Secondly, in some places, the main body of investment in rural road construction is not clear even distorted supply and the subject of other subjects assumed the investment ratio is not reasonable; full abolition of agricultural tax, most of the county and township level of government in financial trouble, coupled with the current financing channels for rural road construction is still relatively narrow, county and township rural highway construction funds there is a huge gap. The face of many problems existing in the development of county and township rural roads, research and analysis of the supply situation of the county and township road construction in rural areas, and then asked the county and township rural road supply strategies for sustainable development is conducive to promoting China's urban and rural development and building a moderately prosperous society, conducive to accelerate the realization of a harmonious socialist society, with a strong practical significance. From the point of view of normative analysis, the use of the theory of public goods and public finance theory, analysis of the nature and characteristics of public goods of the county and township rural roads; studied government supply, social voluntary supply and market supply three counties and townships of rural roads supply mode selection , under current conditions the county and township rural road construction should be dominated government supply model, specifically described the many reasons as the main supply of the county and township rural roads; supply to northern Fujian S County Road empirical case study analysis of the current the supply of rural roads: the total lack of supply, the limited capacity of the main supply system supply prominent expression of supply and demand issues such as poor; analysis of the main cause of these problems: urban-rural dual economic structure to form a dual supply system , taxes increased reform the grassroots lack of financial resources, the grass-roots government \the revelation of the foreign supply of rural roads of our county and township rural road construction, and finally elaborated a strategy to build a sustainable system of county and township rural road supply, increase urban and rural co-ordinate efforts to change the urban-rural dual supply system; improve the public finance system, increase financial payment transfer efforts; rational division of supply obligations, to establish a new main supply mechanism; smooth flow of supply and demand will establish democracy supply decision-making mechanism for policy makers and researchers.
