Abstract


In the world, the technology makes progress everyday, and knowledge economy appear. The High-tech Industry is leading industry in the era of knowledge economy, various countries have the high-tech industry to a high degree of attention With a view to seize the strategic high ground of the 21st century, and want to occupy the superiority status in future international competition. The development of high-tech industry cluster, has a very important practical significance for upgrading and transformation of traditional industries and optimizing the industrial structure, developing regional economy and promoting social progress, improving national and regional comprehensive competitiveness.The article takes the industry cluster elementary theory as the theory guidance, has launched the elaboration from the definition, major features, mode of formation, competitive advantage, and other aspects of the industrial clusters. And take this as the foundation, conducts the deep research on high-tech industry clusters, Reveals the content of high-tech industry clusters, Analyzes characteristics, formation mechanism and conditions and competitive advantage of the high-tech industry clusters. To pave the way for theoretical basis, the article follows on from the development of high-tech industry in Chongqing, overviews development goals, achievements and characteristics of Chongqing high-tech industry clusters, analyzes present situation of Chongqing high-tech industry clusters, the article discovers that Chongqing high-tech industry Has formed a cluster of embryonic, but it also has some problems: Chongqing high-tech industry clusters exist fragile nature; lacks mechanism for industrial clusters; the policy system on high-tech industry clusters is not perfect; lacks region culture which promote regional growth of high-tech industry clusters; the personnel structure is difficult to adapt to the development of high-tech industry clusters, these become the "bottleneck" of the development of Chongqing high-tech industry cluster. Therefore, this article think that the two measures can be considered to promote Chongqing high-tech industries to achieve the development of clusters: first, strengthening and perfecting Cluster mechanism; Second, clearing about the government related function localization.
