Abstract

The reform of state-owned enterprises has been the focus of attention of scholars at home and abroad , is the most important areas of China's economic reform . The reform of state-owned enterprises requires both great theory , the same need more great practice . Experts and scholars trying to use a variety of theory to guide the reform of state-owned enterprises in China , \The reform of state-owned enterprises from decentralization , contracting , leasing, the establishment of a modern enterprise system , and so on along the way . These reforms have significantly improved the vitality of state-owned enterprises , state-owned enterprises , however , did not fundamentally out of the woods . Currently , most economists agree that the lack of clarity of property rights of state-owned enterprises is the root cause of the plight of state-owned enterprises . Therefore, in order to make the turnaround of state - owned enterprises , it is necessary to reach the core of the reform of property rights - the denationalization . This paper will between property rights and ownership relations and differences , analyzes the current MBO is a change of ownership of state-owned enterprises , rather than declared property rights reform . Clarify this idea , we sought to investigate the plight of the state-owned enterprises the root cause - the policy burden , regardless of witch hunt , the government -owned .
